Summary: Fix the LDAP synchronization script, and include it in the RPM.
Keywords: 

* build.xml (distbin): Include the LDAP synchronization script in the
  RPM.  Run the cron script through module.filters, and set it as an
  executable.

* scripts/cron-voms-ldap-sync: Don't set use --nossl option for the sync.
  (get_vos): New function.

* scripts/voms-ldap-sync: Fix --help option.  Fix Perl syntax errors.
