Summary: Use standard environment names in HTTPS.pm. (Bug #9218)

* perl/gLite/HTTPS.pm (setEnv): Replace GLITE_HOST_{CERT,KEY} with
  standard X509_USER_{CERT,KEY}. Replace X509_CERTDIR with X509_CERT_DIR.

* scripts/glite-environment-perl: Updated from voms-admin-server.
* scripts/glite-environment-sh: Updated from voms-admin-server.

* doc/NEWS: Describe the above changes.
