Summary: Regenerate context files on service upgrade.

  configGidTomcat etc. setup moved to new init function.
  (process_template): Add UPGRADE.WARNING template.
  (create_configdir): Add detailed error reporting.
  (remove_context): Renamed to remove_vo_context.
  (remove_siblings_context, init): New functions.
  (main): Use them.  During upgrade, regenerate context files for
  existing VOs.
