Summary: Add init script.  Compatibility & other bugfixes.

* scripts/init-voms-admin: New file.

* build.xml (distbin): Install init script in etc/init.d.  
  (distsrc): Package up gLite configurator snippets with correct
  permissions.

* scripts/glite-environment-sh: Fix typo in Debian-specific config file
  location.  Allow user-specific settings to override system-wide
  locations.

* scripts/voms-admin-configure: Doc updates.  Require Perl 5.8.0.
  Don't use auto_help option, emulate it by hand.  Remove --voalias
  option; the alias is now strictly internal to the service.
