Summary: Consolidate environment variable usage (Bug #9218).  Add --key option to voms-admin-configure.
Keywords: 

* scripts/glite-environment-perl: Don't look at files, only the
  environment.  Rename GLITE_TMP to GLITE_LOCATION_TMP.  Remove
  GLITE_HOST_KEY, GLITE_HOST_CERT, X509_CERT and X509_CADIR.  Add
  X509_CERT_DIR, X509_USER_CERT, X509_USER_KEY and X509_USER_PROXY.
  Die if GLITE_LOCATION or GLITE_LOCATION_VAR is not set.

* scripts/glite-environment-sh: Ditto.

* scripts/cron-voms-ldap-sync: Exit if $LOGFILE is not writable.

* scripts/voms-admin-configure: Update for consolidated environment variable names.
  Add --key option.

* scripts/voms-ldap-sync: Update for consolidated environment variable names.
