Summary: Rewrite voms-admin-configure to allow parameter changes in existing VOs.  Untested.  (Bug #10434)
Keywords: 

* config/install/etc/voms.database.properties.template: Comment out
  characterEncoding connection parameter, it was only an example.
  Cosmetic changes.

* scripts/glite-environment-perl: Add GLOBUS_LOCATION, VOMS_LOCATION,
  VOMS_LOCATION_VAR variables.

* scripts/voms-admin-configure: Overhaul for bug #10434.  Untested.
