Summary: Fix handling of weird case differences in ldap-sync.  Plus many usability enhancements.

* scripts/edg-voms-ldap-sync: Remove outdated maintainer notice.
  Add --quiet, --host, --port, --ssl options.  Change --url to
  be optional.  Don't print verbose messages to stderr.
  (ldap_get_groups): Handle weird case differences correctly.

* scripts/cron-edg-voms-ldap-sync: Don't use the --url option.
